Corry City Council Meeting:
Council Chambers - 8:00 PM - July 19,
2010
Mayor Sanford opened the meeting by
leading the Pledge of Allegiance,
followed by a brief invocation. Roll
call found Mayor Sanford and Council
members Migliaccio, Maryott, and Lathrop
present, along with City Engineer
Johnson, City Solicitor Carney and City
Administrator Dahl. Mrs. Sliker was
absent.
(1) Minutes of the meeting of
July 6, 2010 were presented for
approval. Mr. Maryott made
a motion to approve the minutes as
presented; Mr. Lathrop seconded the
motion which carried unanimously.
(2) Minutes of the special
session meeting of July 13, 2010 were
presented for approval. Mr. Lathrop
made a motion to approve the minutes
as presented; Mr. Migliaccio seconded
the motion which carried unanimously.
(3) Mayor Sanford read a letter
of resignation submitted by Nathan
Watrous, an employee of the Streets
Department. Mr. Watrous’ resignation is
effective August 5, 2010. Mayor Sanford
made a motion to receive and file the
letter. The motion was seconded by Mr.
Maryott and carried unanimously.
(4) Mr. Maryott
made a motion to accept the resignation
of Nathan Watrous with
regret. The motion was seconded by
Mayor Sanford and carried unanimously.
(5) Mayor Sanford
made a motion to receive and file a
letter from The McDoanld Group, LLP,
dated July 12, 2010 which included a
copy of the Combined Preliminary
Notice of Potential Impact on Important
Resources and Notice of Availability of
an Environmental Assessment from the
United States Department of Agriculture
regarding the new Corry Memorial
Hospital project. The motion was
seconded by Mr. Lathrop and carried
unanimously.
Mr. Dahl stated that
copies of the Environment Assessment are
available for review at the USDA, Rural
Development in Meadville, PA. Anyone
interested in commenting on the proposal
are required to do so by August 11,
2010.
(6) Mayor Sanford
presented the June 2010 Police Report
and made a motion to receive and file
the report. The motion was seconded by
Mr. Maryott and carried unanimously.
(7) Mr. John
Styborski, of 33 W. Congress St., voiced
his concerns relating to a problem house
on W. Congress St. Mr. Styborski and
several other residents signed and filed
a letter in 2008 requesting that the
house be reviewed for safety and
health reasons. The owner was notified
to make certain
updates before it was rentable again.
How can he find out if the house was
looked over again to see if those
updates were done and if the house is
safe?
Mayor Sanford stated that
a written request would need to be
submitted to the City Administrator’s
office. Mr. Dahl stated that an open
investigation begins once his office is
notified of the complaint.
(8) Karen Silvis, of 514 Grand
St., spoke regarding the Corry Historic
Museum. It is her understanding that
the City owns the museum but the
Historical Society is responsible for
all the upkeep. Does the Historical
Society have to come to the City Council
to get the upkeep projects approved?
Mr. Dahl stated that alternation to the
structure yes, maintenance no.
Currently they have a contractor coming
in to install new windows. The issue
with the contractor has been resolved
with filing the proper document today
with the Zoning Office. Authorization
has been approved for improvements to
proceed. They are not required to
contact the City as owner of the
building but they are to contact the
City as the Zoning and Building Agency
for issuance required permits.
Mrs. Silvis stated that
they would also like to install a dust
to dawn light to illuminate the back
section of the parking lot for safety
reasons. Mr. Dahl
stated that they can contact his office
if there are any type of question if the
improvements are maintenance vs.
construction issues.
(9) Len Clark, of
249 Mead Ave., as a member of Corry 2020
Improving Downtown & Neighborhoods team,
reported that the 1st Farmers
Market was very
successful and would like to request the
use of the City Park every Friday
for this event. He also thanked Council
for allowing them to achieve what they
have so far.
(10) Dave Armstrong,
of 122 Raymond Ave., was wondering where
the Council stands on
allowing the skaters to have a temporary
location at Mead Park. Mr. Migliaccio
is attending a Mead Park Association
Meeting tomorrow night, July 20, to
discuss this issue with them. Mayor
Sanford stated the City has also
investigated insurance costs and those
costs were just received today. When
the group is ready for that information
Council will review it with them.
(11) Amy Helmer, of
1037 N. Center St., asked if the current
Parks & Property Council Member,
Mrs. Sliker, is involved with this
project and furthermore it is her
understanding that as an elected
official Mrs. Sliker is required to
attend these meetings. Mayor Sanford
stated his point of view
as an elected Mayor he is responsible to
attend these meetings. As a citizen
of this City if we have a member of
council that is not participating where
do we go from here as citizens? Mayor
Sanford stated that citizens elected
this council the
City Council by law cannot change
things.
Mike Largarticha, of
19051 Hillcrest Drive, if the Council
can’t do it, what can we do as
citizens?
Dave Armstrong asked the
question, if this is the place to ask
it, do we have recall? Mr. Carney
stated it’s a political solution not a
legal solution.
Jason Monn, of 615 Wright
St., had a question regarding is someone
representing Council at the Parks &
Property meetings? Mr. Dahl stated that
with the exception of the Mead Park
meeting, yes there is representation.
(12) Rex Messenger,
of 173 Random Rd., stated the City has
an ordinance for outside wood stoves.
The DEP have extremely backed off on the
regulations. He is asking if the State
DEP has fewer regulations than the City,
which ordinance will need to be
followed. Mr. Dahl stated that within
the City of Corry a person would need to
have a permit to install one and would
need to be
installed in the manner stipulated by
the municipal government.
(13) Finance
Director Migliaccio reported that the
2009 Auditor’s Report has been received
and made a motion to receive and file
the report. The motion was
seconded by Mr. Maryott and carried
unanimously. Mr. Migliaccio
commented the audit states that they did
not find any deficiencies in the
internal controls over financial
reporting. It was an excellent
financial report. Mr. Migliaccio
also commented that City Treasurer Tom
Winchell and the staff
do a wonderful job and that is why we
can receive audits like this.
(14) Finance Director Migliaccio
presented bills in the amount of
$133,982.67. Mr. Migliaccio made a
motion that the bills be paid when funds
are available and the vouchers are
properly signed. The motion was
seconded by Mr. Lathrop and carried with
Mayor Sanford abstaining.
(15) Finance
Director Migliaccio presented the
Statement of Accounts for the period
ending June 30, 2010 as prepared by City
Treasurer Winchell and City Controller
Cowles. Mr. Migliaccio made a motion to
receive and file the report; the motion
was seconded by Mr. Maryott and carried
unanimously.
(16) Safety Director
Lathrop presented the June 2010 Fire
Report and
made a motion to receive and file the
report. The motion was seconded by
Mr. Migliaccio and carried unanimously.
A total of 76 calls for a total of
394.94 hours were reported. The report
also listed several in-house and
certified training programs completed in
April. The hydrants in the First and
Fourth ward have been painted and the
other wards will be completed in July.
Karen Silvis commented
that the EMS response by the Fire
Department is wonderful and she has no
complaints.
(17) Mr. Maryott
made a motion to authorize the City
Administrator to advertise for the open
Public Works position; the motion was
seconded by Mr. Migliaccio and carried
unanimously.
(18) Mr. Maryott
made a motion to allow the Farmers
Market to operate every
Friday through October 2010 at the City
Park; the motion was seconded
by Mr. Migliaccio and carried
unanimously. Mr. Maryott also thanked
Steve Sears for his great
coverage of the Farmers Market in the
Corry Journal.
(19) Mr. Dahl
reported they have engaged the
successful bidder for the asphalt and
the contractor should be putting down
asphalt in the next several weeks.
(20) Mayor Sanford
reminded council members the next
Council meeting is scheduled for 8:00
p.m. on Monday, Aug. 2nd. A
work session will be held at 7:00 p.m.
on Aug. 10th. The regular
Council meeting of Aug. 16th,
will be preceded by a budget work
session at 7:00 p.m. All meeting will
be held in Council Chambers.
(21) Mayor Sanford
made a motion to adjourn the meeting;
the motion was seconded by Mr. Maryott
and carried unanimously.
