The second of two Public Hearings was held in Council
Chambers to discuss the 2012 Community Development Block Grant (CDBG)
program. The meeting was called to order by Mayor Sanford with
council members, Migliaccio, Baker, Lathrop and Monn present; the
City Solicitor, City Engineer, City Administrator and Mike McNierney,
Deputy Director of the Redevelopment were also present.
(1) City
Administrator Dahl stated the purpose of the meeting and read a
description of qualified uses for the funds. The 2012 funding level
is estimated to be $280,000.00.
(2)
Administrator Dahl read the Public Notice for the meeting which
included the statement of eligible activities that qualify for CDBG
funding.
(3) Mayor
Sanford opened discussion to the public:
(A)
Mayor Sanford presented a list of
projects for consideration and opened the floor for public input.
The project list included the following:
1) Storm Sewer Separation Project – Old Project in
4th Ward – Phase 2 refunding. Project was designed then available
funding caused delay. (S. Center St. from Pleasant St. to Grove St.)

2) Fire Department Rescue Vehicle – Year # 3 of

3) Handicapped Radius Improvements

4)Matching Funds for Lead Abatement Program year #6

(B)
Council Member Baker asked if the CDBG
funds could be used to demolish hazardous/abandoned homes or
buildings. Then would the City own the property after the work was
completed? It was discussed that the funds could be used for blight
removal as long as the requirements are met. The property owner
would still have ownership of the property.
(C)
Mr. Ken Hogan, of 245 W. Congress St,
voiced his concern over the code enforcement and how this could lead
to extreme government control. Mr. Baker stated he understands Mr.
Hogan’s concern but Corry is going downhill and we need a turning
point. Safety and health are the basis of the code enforcement.
Mr. Baker also believes this will help the City grow in the
residential areas as well as with industry. He truly believes it
will be a good thing.
(D)
Council Member Migliaccio voiced his
concerns over the handicapped radius improvements. There was
discussion over the progress of the project and if changes will need
to be done to the areas that have already had completed, due to the
changes in regulations
(E)
Mr. McNierney explained the
administration fees and expressed his pleasure to facilitate with
the City and thanked all departments for their assistance.

Sanford adjourned the meeting at 8:25 p.m.
