City Council Minutes

Corry City Council Meeting   

January 16, 2012

 

Mayor Sanford opened the meeting by leading the Pledge of Allegiance, followed by a brief invocation. Roll call found Mayor Sanford and Council members Migliaccio, Baker, Lathrop and Monn present, along with City Solicitor Carney and City Administrator Dahl.  

 

(1)           Minutes of the meeting of January 2, 2012 were presented for approval.  Mr. Lathrop made a motion to approve the minutes as presented; Mr. Monn seconded the motion which carried unanimously.

 

(2)           Mayor Sanford made a motion to receive and file letter from Corry Area Chamber of Commerce regarding the WinterFest activities scheduled on February 11, 2012.  Motion was seconded by Mr. Baker and carried unanimously.

 

(3)           Mayor Sanford made a motion to approve the WinterFest activities  with the agreement to work out the logistics during the work session regarding the Snowmobile Ride-in and the Brewery Tasting.  Motion was seconded by Mr. Migliaccio and carried unanimously.

 

(4)           Mayor Sanford made a motion to receive and file letter dated December 29, 2011 from the Environmental Coordination Services and Recycling (ECSR) regarding Corry Forge Company – Air Quality Permit Renewal.  Motion  was seconded by Mr. Lathrop and carried unanimously.

 

(5)           Mayor Sanford made a motion to receive and file the Police Report   for December 2011.  The motion was seconded by Mr. Lathrop and carried unanimously.  Mayor Sanford stated the new format of the police report includes more detailed information; it is a very nice improvement.

 

(6)           Mayor Sanford presented the December 2011 District Judge Report and made a motion to receive and file the report.  The motion was seconded by Mr. Migliaccio and carried unanimously.

 

(7)           Mayor Sanford had the pleasure of administering the CERT Team  Oath to members:  Mary Matteson, James Butchko, Kevin Fox and Suzanne Popovich.  Ms. Otteni stated there are 22 current members of the CERT Team.

 

(8)           Mayor Sanford made a motion to appoint Scott Fogle to a vacant   term on the Housing Authority, said term will expire on the 31st day of December, 2014.  The motion was seconded by Mr. Lathrop and carried unanimously.

 

(9)           Mayor Sanford made a motion to appoint Gerry Dahl as Acting City Clerk for the year 2012 and shall be empowered to act in that capacity only in  the event that the City Clerk, Joanne Smith, is not available.  The motion was seconded by Mr. Baker and carried unanimously.

 

(10)         Mayor Sanford made the motion to receive, file and accept the Police Civil Service List as qualified by test on December 17, 2011.  The motion was seconded by Mr. Migliaccio and carried unanimously.

 

At this point in the meeting Mayor Sanford opened the floor to the public.

 

Mr. Mike Largarticha, of 19051 Hillcrest Drive, opened the discussion of the WinterFest snowmobile activities and possible route to Mead Park.  Jon Andrus, of 305 Spencer Rd and President of the Tri-County Snow Blazers Club presented a possible route to Council. 

 

After much discussion between Council and the residents, Mr. Migliaccio made a motion to allow snowmobiles to use the old railroad bed which is City owned and Hatch Street for the one day WinterFest activity.  It will be the responsibility of the Snowmobile Club to post signage consistent with State Law for the riders.  The motion was seconded by Mr. Baker with Mayor Sanford voting against.  The motion carried.

 

(11)         Finance Director Migliaccio presented bills in the amount of $79,660.79.  Mr. Migliaccio made a motion that the bills be paid when funds are available and the vouchers are properly signed.  The motion was seconded by  Mr. Monn and carried unanimously.

 

(12)         Finance Director Migliaccio presented the Statement of Accounts for the period ending December 31, 2011 as prepared by City Treasurer Thomas Winchell and City Controller Diane Cowles.  Mr. Migliaccio made a motion to accept the statement as presented.  The motion was seconded by Mr. Baker and carried unanimously.

 

(13)         Parks Director Monn commented that he has been in contact with the Corry Journal and the Journal is willing to run a box every day with the Council Members contact information.  Mr. Monn requested that the Council Member’s photos be place on the corrypa.com website.  Council members are to inform the City Clerk with their contact information that is to be placed on the website and in the Corry Journal.

 

(14)         Safety Director Lathrop presented the December 2011 Fire Reports  and made a motion to receive and file the report.  The motion was seconded by Mr. Migliaccio and carried unanimously.  The report showed a total of 56 incidents. 

 

(15)         Safety Director Lathrop presented the 2011 Year End Fire Reports and made a motion to receive and file the report.  The motion was seconded by Mr. Migliaccio and carried unanimously.  The report showed a total of 834 incidents and over 2004 hours of in house training and 1712 man hours of State Certified training.  That’s a total of 3716 hours of volunteer training, by 43 people.  That is an average of each volunteer donating over 157 hours each.  The Fire Chief and all of City Council are proud and thank each volunteer for their efforts.

 

(16)         Streets Director Baker stated that there is a traffic light out at Pennsylvania Ave and Main St.  There is currently a stop sign placed at that intersection.  Mr. Baker also reminded residents that they are not to plow snow across the street. 

 

(17)         Mr. Baker made a motion for the closing of Mill Street for the WinterFest event of Snowboarding/Skateboarding during the hours of 12 (noon) – 7 p.m. upon submission of insurance documentation.  The motion was seconded by Mr. Monn and carried unanimously.

 

(18)         Mr. Lathrop suggested that during each monthly work session a tour of a City owned facility be completed.  Council members thought that would be a great idea.

 

(19)         Mayor Sanford reminded council members of the upcoming Council meetings:

·         Monday, February 6th, 7 p.m. – regular meeting

·         Monday, February 13, 7 p.m. – work session

·         Monday, February 20th, 7 p.m. – regular meeting and work session to follow

·         All meeting will be held in Council Chambers.

 

(20)         Mayor Sanford announced that Council will hold an executive session immediately after this meeting.  The executive session is regarding personnel and no action will be taken.

 

 

(21)         Mayor Sanford made a motion to adjourn the meeting; the motion was seconded by

Mr. Lathrop and carried unanimously.
